Ramon Barquin
IDF President, CEO, Barquin International President
As a former IBM executive and an internationally known expert in the fields of data warehousing, knowledge management and business intelligence, he founded and served as the first president of The Data Warehousing Institute. An electrical engineer and a mathematician by training, Dr. Barquin has taught at the University of Maryland, MIT and the Chinese University of Hong Kong. Some of the enterprises he has assisted with data warehousing projects include: AIG, CIGNA, CTC (Chile), Deloitte & Touche, EMC, First Union, IBM, KPMG NASDAQ, NCR, Occidental Petroleum, Oracle, Price WaterhouseCoopers, and TVAzteca (Mexico). His public sector clients include: the U.S. Departments of Commerce, Defense, Health and Human Services, Justice and Transportation, the General Services Administration and the Tax Authority of the Government of Peru (SUNAT).
Carlos N. Quijano
IDF Vice President and Economic Advisor
Mr. Quijano was employed at the World Bank (1967-93), as an economist and in operations, as well as a Senior Advisor to the Vice-President for Latin America in various capacities, including participating in the region's management and operations committees. After retiring, he worked as an economic consultant, a Senior Associate at St Antony's College at Oxford University and as a lecturer on economics at Madrid's Ortega y Gasset University Institute.

Carlos M. Calcopietro

As a political economist trained in Argentina, Italy and the United States, he worked in the 1980s with SIDERCA, Organización Techint, Argentina. He was also a professor of international political economy at Universidad del Salvador (Buenos Aires), a visiting scholar at Universitá Commerciale Luigi Bocconi (Milan) and a Fulbright Fellow at American University (Washington, DC). Among other publications, he authored "The Enterprise for the Americas Initiative: A New Framework for the Economic Cooperation between the United States and Argentina?" (SIS-American University, 1991) and co-authored "Guarantee Funds in Poland: a Pilot Project", Venice, 1996. Since 1991 he has been providing policy advice and technical assistance to development projects financed by the World Bank, IFC, Inter-American Development Bank, European Commission, USAID, UNDP and UNIDO. He has a vast amount of experience in Africa, Latin America and Eastern Europe.
Eric Rojo
IDF Vice President, Procurement Monitoring and Verification
Eric Rojo is a retired US Army Colonel who has been working on procurement reform and modernization in various capacities for the US Government and in the private sector since his retirement. A specialist in planning and strategy he has directed and directed the implantation of Procurement Monitoring and Verification programs in the US, Colombia, Argentina, Kenya and Uganda among others. He is a graduate of the University of Maine, the Instituto Tecnologico de Monterrey and the Interamerican Defense College.
Salvador Delgado Garza
President of Integrated Development Consulting (IDC)
President of Integrated Development Consulting (IDC), a Mexico-based consulting firm with a broad scope of activities, including public sector reform projects covering various governmental managerial sub-systems. Mr. Garza, is an economist who, after occupying high positions in the Mexican Budget Secretariat, has been a consultant for the IMF and the World Bank on public finance reform. He was involved in two comprehensive state reform projects in Ecuador and Nicaragua in which IDF also participated. The firms' cooperative relationship with IDF allows both firm to draw on each other's strengths and expertise.
Ricardo Bisso
UNDP Advisor to the Secretary for SME Development in Argentina
Currently a UNDP Advisor to the Secretary for SME Development in Argentina in charge of setting up a national network of business development agencies. As an economist trained in Argentina and the United States (Wharton Business School and University of Denver, Fulbright Fellow), He has directed the Inter-American Development Bank-Unión Industrial Argentina project on business development centers and initiated joint activities with the World Bank, UNDP and technical centers in Spain. He also arranged for transfer of know-how to SME networks in Ecuador and Peru. As an investment officer for USAID Mr. Bisso analyzed more than 300 Argentine companies with potential for developing mutually beneficial links with US firms and organized four sector surveys covering the industries of auto-components, farming implements, fruit and vegetable processing, and industrial effluent treatment.

IDF Senior Advisor on Public Sector Reform
Pitt Master in Public and International Affairs, he is an IDF Senior Advisor on Public Sector Reform. Mr. Betancourt was Director of Finance and Budget at the OAS and has had a long career as a consultant in public sector reform including advice to UNDP, IDB and the World Bank. He has led IDF comprehensive state reform assignments in Ecuador and Nicaragua.

IDF Senior Procurement Consultant with PAS World Bank certification. As public administration Harvard graduate and a former USAID Executive Foreign Service Officer he has undertaken assignments on public sector reform and procurement audits in Latin America, and on project management and procurement matters in the former Soviet republics.

He has taught data warehousing to consultants at Oracle, KPMG, Deloitte & Touche and PriceWaterhouseCoopers and has managed major technical efforts for NCR, Digital Equipment and Bull Systems. Mr. Torres has been a regular faculty member at The Data Warehouse Institute, andnd has lectured extensively both domestically and overseas. As a consultant, Mr. Torres has worked extensively with customers in the design and implementation of systems, both as a consulting engineer and as an implementation consultant.
